Minutes for the Lake Forest Community Association

Board Meeting

October 13, 2005

 

The Lake Forest Community Association Board of Directors met at Bev’s home at 7:30 pm on October 13, 2005.

 

Bev called the meeting to order at 7:38 p.m.  In attendance were Bev Franklin, Bill Ethington, Harry Hopkins, Evelyn Hempstead, Steve Gilbert, and Wes Cox.  Dave Wilson, Jim Evans, and Gloria Flick were absent.

 

The minutes of last meeting (15 Sep 05) were approved without change.

 

Harry Hopkins stated that the ARC letter has been sent out.  Several Board members confirmed they have already received it.  Harry has posted a new section for ARC documents on the LFCA website.  Sections contain the documents and charter in PDF and Word format.  He will eventually have  a database of ARC projects submitted and ARC projects approved.

           

Wes Cox discussed the 2005 budget and expenditures.  The Checking account balance is now $18,785.45.  It looks like our 2005 recurring expenses will come in under budget.  Because of the trails and entrance work, we have tapped the reserves.  The increases in member communications are creating increases in expenditures under some administrative items.  The 2006 budget will be approved at the December meeting, but the total will be the same as for 2005.  A draft version of the 2006 dues letter was reviewed for mailing in early February.  Preparations for audit were discussed.

 

Bill Ethington volunteered to take care of matters involving the trails/trees.  The erosion along the trail (parallel to Cervantes Ct. and Fisherman’s Lane) at two spots (one approximately behind the Carey’s and other behind the Delaney’s) was discussed.  Principal cause at one point on the trail is a plugged pipe and sewer.  That debris should be cleaned up and professional advice sought on the other erosion.  Several Board members volunteered to help clean up the debris on Sunday.

 

Harry Hopkins sent out 300 letters to inform members about the ARC.  A personal note was added to the letters for volunteers who are already identified (Al Brooks, Ann Corey, Diane Nordstrom).  First ARC meeting with the new members will occur at least a week before the next Board meeting.  Meeting will be to organize.  A report will be made at the next Board meeting.

 

Steve Gilbert led a discussion on a draft newsletter.  Newsletter is predominantly a recap of the past year’s progress.  Board members will have a chance to review and contribute via email.

 

Bev Franklin reported on the Springfield District Council meeting of 11 Oct 05.  The Board of Zoning Appeals is trying to clarify various issues such as setbacks, fences, and variances.  In Fairfax County, fences are measured from ground to top of the highest post.  The ARC was provided information from the meeting, which it will be reviewing, and report back to the LFCA Board.
