Board Members Present: Beverly Franklin, Steve Gilbert, Harry Hopkins and Dave Wilson (Mike Yurina stood in for Jennifer Yurina). Absent: John Bevis, Gene Cole, Ed Palekas and Jennifer Yurina.
Meeting called to order by Steve Gilbert at 7:30 p.m.
The minutes of the July 15, 1999 meeting was approved as written.
Treasurer Report: Steve gave a brief report in Gene Cole’s absence. As of this date there are only three non-paying members and Gene is working on collecting dues from them. Financial statement presented; most of the money spent so far this year has been on ground care.
Lorton Land Use: Steve gave a rundown of what is happening with the Lorton property. The buildings should be vacated by the spring of 2001. There is 4,000 acres of which 3,600 will be for open use. Planned are 400 acres for development with 1,500 units. Development will include 450 homes with low to medium density, a nursing home, elementary, middle, and high schools, golf course, and park facilities. The prison leaves four baseball diamond that are in good shape, cafeterias. Of the 300 buildings on the property, 100 will be for lease but must be brought up to code. The buildings not used will be taken down. DC United is interested in renting 10 acres for soccer fields for public use and a practice stadium for their soccer team. A developer has made a 900 acre swap for 200 acres that can be developed with roads to be improved before building. The Lorton area will be known as Laurel Hills.
The Nike missile site on Furnace Road and Hooes Road is in such good condition, plans are to turn it into a museum if possible.
Proposed Changes to Virginia State Laws Concerning Homeowner’s Associations: Dave Wilson presented the following proposals before the state legislature:
· If the board has electronic meetings, at least two people mut be at the site (we have had one electronic meeting).
· Boats, trailers, etc. are not to be parked in front of homes.
· Proposed that the control of homeowner associations be under the supervision of a real estate board (interested in money, not good).
· Change in the new owner packet to describe the amenities offered
· Proposal to permit citizens to file complaints with the real estate board which can levy fines up to $2,500 against board members.
Dave recommended that we call and/or write James Dillard and let him know our displeasure with the proposals, especially those affecting homeowner boards.
Old Business:
· A cut through to the Parkway at Cervantes - will not be done.
· No response to our request for a stop sign at Seabrook.
· Lowering the speed limit on the Parkway is highly unlikely.
· The matter of dumping in the common areas was brought up again and it was reiterated that the common ground area is not a place for dumping grass clippings, leaves, etc.
· Graffiti on the Parkway on transformers, etc. If you see it, report it so it can be cleaned off.
· Watering and maintenance of the landscaped entrances. Watered about once a week by the crew maintaining the common area but sometimes not enough. The __________ family volunteered to water the entrance at Modisto.
· Monopole (cell phone tower) issue came up again. Needs to be monitored.
New Business:
· Japanese beetles: Barry Benroth brought up that milky spore has not been put down since the 80s so it should be about time to do it again. Linda Ethington is to look into new technology. An application must be done to our entire community to be most effective. A motion was made and seconded to find something of reasonable cost to apply to all homes. The recommendation was also made that post cards be sent to all homeowners informing them of what will be done asking them to return the return a card if they do not want the application.
· Entrance signs: Have become warped and need to be replaced. Jim Evans will look into what we can do to replace them.
· Fire hydrants need painting. Jim Evans will also look into who does that and can it be done.
· Garbage contract: Rich Herald requested that we look into getting a garbage company to contract with the community to pick up trash for the entire community. After discussing the problems, such as how to pay the contractor, individually or by the board; how are homeowner’s charged when some only have once a week pickup and some twice. Rich volunteered to look into the issue.
· Alert: A bike was stolen out of a garage on Penn Manor in day time hours with the owners at home.
· Miscellaneous: Trees overhanging the sidewalks should be trimmed, lawn clippings in bags should not sit at the curb for days, garbage cans should be on the side or back of homes, not in the front.
· Community spirit: A committee will look into a "welcome wagon" type of group to welcome new homeowners to the community. The committee members are Barry Benroth, Jim Evans, Evelyn Hempstead, Linda Hall, and Sandy Sczylo (sp?).
Election of new board members: The following board members were up for reelection: John Bevis, Beverly Franklin and Dave Wilson. Beverly and Dave indicated they would stay on the board for another term. John Bevis was absent and had not indicated he would remain on the board. Tom Quigley volunteered to be on the board.
Harry Hopkins counted the ballots and Beverly, Dave and Tom were elected for the next term.
Motion to adjourn was made and seconded; meeting adjourned at 8:50.
