Minutes of the Lake Forest Community Association July 15, 1999 Pohick Regional Library

Meeting called to order by Steve Gilbert at 7:30 p.m. The minutes of the last meeting were read and approved as written.

Traffic. Kit Nuygen, a Virginia Department of Transportation engineer, spoke to the group on the various topics. A traffic study was done at Modisto Lane and showed that a stop light is not warranted there. There must be a balance to keep traffic moving and get people where they want to go. Some problems encountered were that there was a poor projection of traffic due to development and not having the tools to make projections in the past. VDOT is working with the county to provide more sidewalks and make pedestrian them safe. The timing of the lights on the Parkway will be adjusted. Mr. Nuygen was asked to look into the following items: water runoff into yards and erosion, opening the median at Cervantes so as not to be right in right out only, replace the stop sign at Seabrook and Maritime Ln., and remark the lines over the Parkway bridge to make turning onto Maritime safer. There was also some concern about large trucks on the Parkway but there is no law to keep them off. It was also noted that the sound barriers could be more attractive if there was ivy or something on them. Another problem on the sound barriers is graffiti. If you see someone putting graffiti on the sound barriers or just note that there is graffiti there that hasn't been there before, call the police. They take a picture and keep a record of all graffiti that is done. They did recently catch some people who were responsible for graffiti. If caught, they are prosecuted and must pay for removal ($450 a square foot).

Mr. Nuygen asked for our patience as the "mixing bowl" area is being constructed.

Discussion Items. Dumping in the common areas along paths has been a recurring problem. A motion was made and seconded to buy "no dumping" signs to put in strategic areas. After some discussion of effectiveness and cost, the motion was not carried. However, it was suggested that the dumping problem be put in the newsletter. There was also discussion on what to do with the seven acres. Some suggestions: sell it to a developer, put a park-like area there or leave it the way it is. For now, we will not do anything with it. A motion was made and seconded to waive fees for board members; but on research of the bylaws, that cannot be done. The bylaws specifically state no compensation for board members.

Estimates: It was requested that the board get estimates for message boards, entrance signs, trail repair, and putting down milky spore for the Japanese beetles.

To be a Good Neighbor: For neighborhood harmony, put out trash the day/evening before the trash pickup and no sooner. Some neighbors are putting the trash in the street and leaving it there for days. Keep basketball hoops out of the street and trim trees that are over the sidewalks.

Election of Board Members: Phil Berne, Steve Gilbert and Ed Palekas were nominated to finish out a two-year term. A motion was made and seconded. Motion carried. Jennifer Yurina, Gene Cole and Harry Hopkins were nominated to a three-year term. Motion was made and seconded. Motion carried.
