Board Members Present: Phil Berne, Gene Cole, Beverly Franklin, Steve Gilbert, Harry Hopkins, Ed Palekas, Dave Wilson and Jennifer Yurina. Absent: John Bevis
Meeting called to order at 7:40 p.m. by Steve Gilbert.
Steve summarized the minutes from the June meeting and they were approved as read.
VDOT Update: There will be no light at Modisto and the median of the parkway will not be opened at Cervantes Lane because that would impede the flow of traffic. Plants along the sound wall - we can put them there but a form must be filled out before we do it and then maintenance becomes our responsibility forever. VDOT is still looking into better traffic markings on the overpass. VDOT also needs to get back to us as to why the stop sign was removed on Seabrook and Maritime and also the many concerns about erosion control in the community. The response to request a request for dip signs at Cervantes and Maritime was negative; no signs will be there.
Budget Overview: Gene Cole presented the budget for 2000. There followed a discussion on new items added as reserve accounts and raising the amount to designated items. Reserve accounts added were: resurface trails, $15,000; curb numbers, $400; and signs, $1,000 for a total of $16,400. This is monies put aside to handle expenses occurring at a later time.
Motion made, seconded and carried to raise the amount of landscaping for new plants by $500 to the line item for landscaping.
Motion made, seconded and carried to accept the budget as amended.
Web Site: Harry Hopkins gave a demonstration of the new Web site he created for the community. Since this is a new venture, guidelines for what will be included in the site are that items be important, interesting and of community interest. Other than those, we will have to establish as we go along. Harry would appreciate input on what you would like included. The Web site is: lakeforestcommunity.org. Steve thanked Harry for all the work he has done to get this new venture started.

Sound Barriers: The question arose as to whether the sound barriers could go higher. Since they are effective as is, they go no higher.n
Intersection of Seabrook and Maritime: We asked VDOT to look into the problem of seeing around the wall and shrubs that are on the corner making it difficult to see vehicles coming down Seabrook to the light.n
Erosion control: The Board is trying to get a date as to what they will do about it.Signs: Information signs are in and will be up as soon as possible at two entrances. The Board must look into where the sign on Cervantes/Parkway can go. Not real sure where the easement is. Entrance signs need to be cemented and should be checked for warping.
Trails: These are being cleaned up by Mark Aiken-Cade. Will check on the tree down at Bertito/ Maritime Lane/Ocatvia.
Trees: A forester is coming at 9:00 a.m. on January 10 to walk through the woods and advise us as what to do to maintain the trees and woods.
Eagle Scout Project: Kurt Lauer is working with the Scouts on fixing up the steep places and where not steep putting in rocks. (This project is an ongoing erosion project down a path on Maritime Lane.)
Trash cans: There was a request that homeowners please put their trash cans some place other than in the front of their homes, except on trash days.
Other Issues: There was some discussion on putting lights in for the entrance and information signs and adding a watering system for the landscaping. The board will have to look into the cost of doing that, although it could be costly. There have been complaints about boats and trailers parked in front of homes. This is unsightly and can be a safety hazard if drivers can’t see around them. There is an ordinance that states that if a vehicle is registered and is not moved within ten days, it can be ticketed; then if not moved, it can be towed. If the vehicle is not registered, it will be ticketed and towed within ten days. However, the community association needs to make an official complaint. It was decided, we need to contact the owner personally before getting that drastic.
